House Appropriations Committee Adopts Subcommittee Allocations

On June 29, the House Appropriations Committee adopted its Fiscal Year (FY) 2022 302(b) allocations, which set the total funding amount for each of its 12 subcommittees. Each Subcommittee is allocated a certain amount of funding under the full Committee’s 302(a) allocation to develop a spending bill for the federal programs under its jurisdiction.

The FY2022 302(b) allocations provide more than $1.5 trillion in total funding, with significant increases above last year's levels. The allocation for the Labor,Health and Human Services and Education (LHHS) Subcommittee, which includes the National Institutes of Health (NIH), is $237.5 billion, a $61 billion increase above the FY2021 level.

The substantial increase in the allocation for the LHHS Subcommittee could be an indication that the Appropriations Committee is receptive to the President’s spending priorities, including funding for the proposed Advanced Research Projects Agency-Health (ARPA-H) and increases for the NIH and Centers for Disease Control and Prevention (CDC).  For FY20222, the President’s budget requests funding for the NIH at $51 billion, a $9 billion increase and the CDC at $8.7 billion, a $1.6 billion increase. For ARPA-H’s initial funding, the President requests $6.5 billion, which would be available through September 30, 2024.
