Congress Passes Second CR to Fund the Government, Which Awaits the President’s Signature

On December 2, shortly before the Continuing Resolution (CR) that has been funding the government in Fiscal Year (FY) 2022 was set to expire at midnight on December 3, both the House (221-212) and the Senate (69-28) passed a second CR (H.R. 6119) that funds the government though February 18, 2022. The President is expected to sign the bill today.  

 

This CR came days after deadlock and increasing anxiety that the government might shut down. Despite a Senate Republican threat to withhold consent of the CR if language was not included to block enforcement of the Occupational Safety and Health Administration (OSHA) vaccination rule for large employers, that amendment was voted down by a simple majority vote, which then led to the successful vote on the CR.  

 

Although NAEVR issued a statement thanking Congress for avoiding a shutdown, it urged expeditious finalization of FY2022 appropriations, as CRs have a detrimental impact on research.
