NIH Releases FY2013 Spending Plan, NEI Funded at $662 Million Net of Sequester Cut and Transfers

The Office of Management and Budget (OMB) has posted the National Institutes of Health's (NIH) Fiscal Year (FY) 2013 spending plan, which was required to be submitted within 30 days of the President signing into law on March 26 H.R. 933, the Consolidated and Further Continuing Appropriations Act of 2013 [P.L. 113-6], which finalized FY2013 spending through a second six-month Continuing Resolution (CR). The prior six-month CR was set to expire on March 27.
Per the plan, NIH will have an operating budget of $29.15 billion, which is $1.7 billion or a 5.5 percent decrease below the FY2012 level. NEI will have an operating budget of $662.15 million, which is $39.9 million or a 5.7 percent decrease below the FY2012 level (inclusive of a $35.3 million sequester cut plus program transfers).
OMB has also released the detailed mechanism tables, which provide insight into budget components for extramural research (research project, center, and training grants), as well as intramural research and research management and support (administration). NEI cuts are as follows: extramural research at 6.2 percent; intramural research at 3.6 percent; institutional training grants at 4.0 percent; and research management and support at 4.9 percent.
NEIs funding falls to that of the FY2005 level in terms of constant dollars, and its purchasing power is 30 percent less than it had in FY2003.
Shortly, NIH is expected to issue its fiscal policy for grant awards.
