House Appropriations Subcommittee Approves FY2014 Allocations that Reflect Reduced Spending

Today, the House Appropriations Committee approved its 302(b) allocations for the 12 appropriations bills in Fiscal Year (FY) 2014. The House is using the post-sequestration spending cap of $967 billion in making these allocations, as opposed to the Senates spending cap of $1.058 trillion-a difference of $90+ billion between the two chambers. The Senate Appropriations Committee has yet to approve its allocations.
The House provides $121.8 billion for the Labor, Health and Human Services, and Education (LHHS) appropriations bill, an estimated 18.6 percent cut below the FY2013 post-sequester level. While program levels for specific agencies such as the National Institutes of Health (NIH) will not be determined until the LHHS Subcommittee and full Appropriations Committee markups, an 18.6 percent reduction would equal a loss of $5.4 billion for NIH in FY2014.
